His Excellency the Chinese Arbas-
-sador on his way through Hongkong in October last raised
the question of the appointment of a Chinese Consul in this
Colony and after his arrival in London he wrote to me
intimating that he might raise the question again later.

The subject is one to which I
attach great importance and I have therefore had the
principal correspondence printed, and I enclose three
copies for easy reference in Your Lordship's Department.
